National TV proposal grid improvements

Child line dates validated against the package dates. You now receive an error if your national TV proposal has child lines with dates that are outside of the package dates, and you cannot send the proposal to the buyer.  

Standalone lines blocked. Standalone lines are not supported for national TV, so now, if you add a standalone line, you get an error and you cannot send the proposal to the buyer. 

National TV proposals only have the "All" grid view. The proposal grid only shows the "All" view for national TV, so the view drop-down box has been removed.
